3554141 - It is not possible to remove the blank of custom section

The blank space is showing in custom section when no custom elements configured in PM form.

The empty section in the Performance Form is intended for section introduction and custom elements.
Currently it is system behavior that it's not supported to remove blank when no custom elements configured.

In 360 reviews, the UI design is different, so the blank is not displaying when no custom elements configured.
