3555164 - No error when qty changed to 0 from decentralized warehouse even though "0 quantity" is set as B

Symptom

In a decentralized warehouse management system, the quantity of a delivery item is changed to 0. If you make a setting for the relevant delivery item category in the central ERP system that the quantity 0 cannot be entered for items, no error is raised.
