This is the standard behavior for solution order with bundle items. The header discount is distributed to items in documents as well as solution order. However, the bundle items are re-exploded after copying a new solution order from the existing one. In other words, the component items of the bundle items in the target solution order are newly created instead of being copied from the source solution order. Subsequently, the system re-determines the prices for the new component items. All manual prices don't exist in the new items any more. Therefore, the aggregated header discount does not exist.

Manually add the header discount in the newly-created solution order.
