3555905 - Facing the error message "The 'Time-Dependent' attribute cannot be changed" when changing the configuration

Symptom

  • When uploading the ECCN number to the GTS system, the upload will fail due to the XML file being time-dependent. At this time, flagging the time-independent of the number scheme is needed. However, this field is greyed out and the system is not allowed to make change.
  • Numbering scheme content *** can only be changed with restrictions
