3556094 - Could not detect a valid manifest file of the installed SAP HANA Database in the expected location

Symptom

When upgrade HANA with command "./hdblcm --ignore=check_signature_file", you get below error:
Configuration error:
Could not detect a valid manifest file of the installed SAP HANA Database in the expected location '/usr/sap/<SID>/HDB00/exe/manifest'.

The manifest file exists on the OS level.

This is a scale-out SYSTEM.
