Unfortunately valuation quantities are not yet supported in cost center allocations in Universal Allocations.

For example, user posted the documents with Base Unit of Measure = 'S'.

In your cycle/segment the Base Unit of Measure is chosen as 'HR' and this is the reason why no receiver basis was selected and therefore no receiver found.

Kindly change the Base Unit of Measure to the posting's unit of measure.

Hope to gain your understanding that valuation quantities are part of cost center reporting but is not supported in allocations. 
This feature is in development backlog in high priority.
