3556337 - About the time to set TECO/DLV status on process/production orders

Symptom

TECO/DLV status determines whether WIP or variance is posted, therefore, the time to set TECO/DLV will impact the variance be posted to which period.
By default, the timezone is UTC, if you set TECO/DLV status in the later time of period end date in user's timezone(other than UTC),
TECO/DLV maybe active in next period(in UTC timezone) and cause the variance be settled in next period and remain unsettled in current period.

For example, order's cost are all posted in period 010/2024 and should be settled fully in the same period,
however, user set TECO/DLV on 10/31/2024, 23:00:00(UTC-6),  then the TECO/DLV is active on 11/01/2024, 05:00:00(UTC),
the variance of order can only be settled in period 011/2024.
