3556544 - Connection Refused Error when integrating S4 with AD using LDAP

Symptom

While integrating S4 with AD(Active Directory) using LDAP, the ABAP push channel to the ICM LDAP plug-in throws an exception: "WebSocket connection set up has failed with error text: Connection refused by server (ICM_HTTP_CONNECTION_REFUSED): Direct connect to <target host:<port>> failed: NIECONN_REFUSED(-10)"

The error message associated with this issue is "Message No. SLDAP_ICM000"
