3557017 - Suspended jobs are released after client copy/system refresh

Symptom

Background jobs were suspended using report BTCTRNS1, for example, before a system upgrade. After the upgrade, a client copy was performed. It was noticed that the suspended jobs were released after the client copy, even though report BTCTRNS2 was not executed.
