3557042 - Unable to add In Process Inspection while creating a Bills of Operation

When creating a Bills of Operation and inserting a check operation, the only fit Activity Type is 'Final Inspection', unable to choose 'In Process Inspection' as the Activity Type. And after adding a 'Quality Check Operation', the 'Insert button' is gray out, no more operations can be added.

1. Go to Planning and Production Master Data work center.
2. Go to Production Bills Of Operation view.
3. Click on New button.
4. Go to Structure tab.
5. Maintain the desired Make Operation.
6. Then click on Insert button.
7. Select Insert Operation action.
8. Operation Type as Check, the Activity Type only can be chosen as Final Inspection, no In Process Inspection selection.
9. After done above, the Insert button is gray out.

When creating a new Bills Of Operation, it's only possible to add a Final inspection check operation, and after that, no operation can be inserted any more. In-process inspection is unavailable when creating a new Bills Of Operation. 

System is working as designed.
