Symptom

dbisql fails to connect to IQ server using a DSN in .odbc.ini file like below.

$ dbisql -c dsn=IQDBA -nogui

Could not connect to the database.
Driver's SQLAllocHandle on SQL_HANDLE_HENV failed
SQLCODE=0, ODBC 3 State="IM004"
