3557721 - Error VP011 during Quotation creation for a one-time customer using API_SALES_QUOTATION_SRV

Symptom

When using the API_SALES_QUOTATION_SRV to create a Sales Quotation for a one-time customer, status 400 (Bad Request) is raised and error VP011 ("Change in address needed for one-time sold-to party &") is returned in the request.
