Symptom

In the document "SAP HANA Tailored Data Center Integration Frequently Asked Questions", it states "The maximum number of worker nodes for SAP HANA scale-out solutions is limited to 16 hosts in SAP HANA TDI environments. This also applies if the hardware for the SAP  HANA compute servers has been certified for scale-out solutions with more than 16 worker nodes." 
Does this limitation of 16 apply to worker nodes or server nodes (hosts)?
