3557804 - Multiple Session Restriction Not Enforced for Service type user though parameter login/disable_multi_gui_login is set to 1

Symptom

When the parameter login/disable_multi_gui_login is set to 1, system blocks multiple SAP GUI logons (within the same client and same user). 
When system recognizes a multiple logon, it displays a dialog pop-up with the options "Terminate any other logons" or "Terminate this logon".
But the same dialog pop-up does not show when using Service type user.
