3557822 - CRM_UI displays blank screen or the F4 help did not works in CRM APP after upgrade

Symptom

After upgrade, you notice the CRM_UI displays blank screen or the F4 help did not works. And there are some error in F12 Console like below:

Uncaught SyntaxError: Unexpected token ';'

Uncaught ReferenceError: thtmlbUtil is not defined

Uncaught Error: No CRMUIF server in frame hierachy
