3557910 - Not able to add new sales order item refer to contract/quoation via ORDCHG IDOC

Symptom

After processing the change IDoc (ORDCHG) to add a new item with reference to contract or quotation, even the values passed via the segment are all correct, but the newly created item does not link to the contract or quotation. It works when you create the sales order via ORDERS IDoc.
