3558079 - Error "HU is blocked" raised even if Movements Blocked indicator not set in /SCWM/PACK

Symptom

Try to move Handling Unit (HU) with hierarchy (top-level and lower-level HUs) where one HU have Movements Blocked indicator marked in /SCWM/PACK and the following error is raised:

"HU is blocked
Message no. /SCWM/L3828."
