3558236 - Submission of modified requisitions allowed without validation when quantity reduced

For amount-based receiving, users were able to reduce the quantity in a modified requisition to a value lower than the quantity already received in the previous version, while the unit price remained unchanged. This resulted in the line-level amount being less than the previously received amount and allowed the requisition to be submitted without validation.
