Symptom

When attempting to activate the Budget Availability Control for a cost center in the Manage Cost Centers app, the error message FCO_AVC_CC013 - "Tolerance limit of 100.00% for cost center <cost center number> has been reached in FY <fiscal year number>" is raised.
