3562584 - Section rating shows -9999 in report - Performance Management

When reporting on a form, under section rating column it shows "-9999" instead of "unrated".

The issue occurs when a form section (for example a goal section) has mixed item ratings: some of the items are rated as "Too New To Rate", some are "Unrated".

It is system behavior that section rating will be displayed as -9999 in report. If all items are "Unrated", the section rating will display "Unrated".

Also, as there is no rating label corresponding to the rating -9999, the value for columns “Section Rating Label” “Section Rating Label (Locale Specific)” will be empty as well.
