3563064 - Access to the Learning Administration via ILX without the "Learning Admin Access Permission"

The user’s BizX role doesn’t have the “Learning Admin Access Permission”. It only has the “Learning Access Permission” one. Yet, it's possible to access the Learning admin side via the new Learning home page (ILX).
