3563099 - EWM inbound delivery creation is stuck in SMQ2 with error "The ASSERT condition was violated."

Symptom

A EWM inbound delivery is not created, Tcode SMQ2 contains a stuck queue DLV* with the error "The ASSERT condition was violated." and the Function Module is "/SCWM/INB_DLV_SAVEREPLICA".

Check the dump via tcode ST22, the dump contains error message NR751 as below:
