This is the expected system behavior, as the system is designed to support only one Upload Control.

Upon confirmation from the Product Management Team, this is the expected behavior by design.

The system supports only one Upload Control. As a result, the hiring manager should upload a single file that contains both the front and back images of the selected document. This design is intentional because these documents are often submitted to DHS E-Verify, which only supports a single upload field.
