3565436 - How to set 'Cost Center' field as optional while scrapping via quality notification action box?

Symptom

There is the business need to adjust 'Cost Center' (KOSTL) as optional for scrapping process.

The movement type configuration for 551 / 553 / 555 were adjusted already to handle KOSTL / Cost center as 'Optional Entry' / 'Opt. entry'. Nevertheless, the quality notification action box function for 'Scrapping' (module QMLR_POST_TO_SCRAP) - for example via transaction QM02 - does require a value for field 'Cost Center'. It is not possible to step further, if the field is empty.
