3565806 - Warning FCO_AVC_CC104 During Budget Import Despite Account Inclusion in Global Hierarchy

While importing cost center budget data using the Import Financial Plan Data app, the warning message FCO_AVC_CC104 ("Budget for acct XXXXX with cost center XXXX isn't used in availability ctrl.") is displayed. This occurs even after verifying that the relevant G/L accounts are included in the Hierarchy/Account Group assigned to the Budget Availability Control (AVC) Profile.

3. Check the error message displayed.

The Budget Availability Control (AVC) profile for Cost Centers supports two types of structures for account grouping:

1. G/L Account Hierarchies created via the Manage Global Hierarchies app (Set Class 0109).

2. Cost Element Groups created via the Manage Cost Element Groups app (Set Class 0102).

The warning typically arises due to one of the following reasons:

• Runtime Discrepancy: If a Cost Element Group (Set Class 0102) is used, the changes have not been replicated to the runtime environment.

• Naming Conflicts: If a G/L account hierarchy and a set group share the same technical name (e.g., Z001), the system must distinguish between the Global Hierarchy (0109/YCOA/Z001) and the replicated Set Group hierarchy (0102/YCOA/Z001).

• Replication Errors: The background job for replicating the runtime hierarchy failed or encountered errors, leaving the AVC engine with outdated account assignments.

1. Verify Hierarchy Type and Naming

In the configuration "Maintain Budget Availability Control Profile for Cost Centers," ensure the correct structure is selected. If using a Global Hierarchy (Class 0109), no manual replication is required. If using a Cost Element Group, ensure the name does not conflict with a Global Hierarchy. If a conflict exists, explicitly select the intended prefix (0102 for Set Groups or 0109 for Global Hierarchies).

2. Set Report Relevancy (For Set Groups)

If using Cost Element Groups, the hierarchy must be flagged for reporting:

1. Access the app Set Report Relevancy - Set-Based Hierarchies (F5295).

2. Locate the entry for:

   • Set Class: 0102

   • Organizational Unit: [Chart of Accounts, e.g., YCOA]

   • Set Name: [Hierarchy ID]

3. Set the parameter Report-Rel. to Yes.

4. Save the changes.

3. Replicate Runtime Hierarchy

To synchronize the Cost Element Group into the Budgeting namespace:

1. Access the app Replicate Runtime Hierarchy (F1478).

2. Schedule a new job using the template Replicate Runtime Hierarchy.

3. Specify the Hierarchy ID to regenerate the runtime version for the 0102 set class.

4. Important: Monitor the job logs. Ensure the execution finishes with a "Successful" status. If errors are present, the AVC engine will continue to use the old hierarchy state, and the warning FCO_AVC_CC104 will persist.
