3566193 - Cloud Connector - "No buffer space available (maximum connections reached?)" error

Symptom

Connections to all backend systems through SAP Cloud Connector (SCC) were unstable. Messages passing through SCC failed with errors in the ljs_trace.log (<2.17)/scc_core.trc (>=2.17)":
