Symptom

  • Provisioning users from any source system to a IAS / Local Identity Directory as target system
  • The user provisioning fails with error:  

    error=HTTP operation failed invoking http: //<target_url> with statusCode: 400, Response: {"schemas":["urn:ietf:params:scim:api:messages:2.0:Error"],"status":"400","detail":"Unknown value '<XXXXX>' for attribute 'addresses.country'","scimType":"invalidValue"},

    where <XXXXX> is the country value provisioned to the target system
