3566365 - How to restrict posting access for Goods and Service Receipts?

Employees are currently able to post Goods and Service Receipts themselves in Employee Self-Services. Is it possible to restrict the user from posting ?

1. Access the Self-Services Overview view from the Home work center.
2. Click on 'My Request'.
3. Filter by 'Shopping Carts - Completed'.
4. Open any Shopping cart.
5. Click on the 'View All' button.
6. Click on the 'Receipts and Returns' button.
7. Click on the 'New Return' button.
8. Employee is able to post the document by clicking on 'Post'. 

The standard system behavior allows users who create the Goods and Service Receipts to have the access to post it.

When an employee is given access to create the Goods and Service Receipts in the Self Services view of Home work center, the same employee will be able to post the document. By default, employee who created Goods and Service Receipts document will be having access to post it as well, as per the standard system behavior. 

Note that posting cannot be restricted for the users who create the Goods and Service Receipts.
