3567106 - Handling Unit not created in EWM when posting Goods Receipt through CO11N

Symptom

Synchronous GM has been set up for an EWM warehouse. When posting Goods Receipt (GR) through transaction CO11N, the expectation is that system would automatically create Handling Units (HUs) based on the packaging specification in EWM.
However, HUs are not getting created although GR is completed. Sometimes, error below is raised:

"Could not fully determine the destination data
/SCWM/PUT_BIN_DET054"
