3568141 - Error F5787 - "Item have not been activated due to inconsistent withholding tax info" during clearing transactions

Symptom

Using FB05, selection of open items are prevented with error:

"Item have not been activated  due to inconsistent withholding tax info" 

This error can also happen in F-32, F-44, f-28 or other relevant clearing transactions for Vendors and Customers.
