User is unable to edit discount for a requisition item linked to a contract. The Discount field is not editable. When the item is chosen and user performs Actions->Edit Discount an error is issued Error: You do not have permission to perform this action. The parameter Application.Procure.EnableTaxesChargesAndDiscount is enabled.
