3569442 - ???SYSTEM_ERROR_WHILE_SYNCING??? Error When Updating Translation in Manage Center of Capabilities

Error: ???SYSTEM_ERROR_WHILE_SYNCING???  When Updating Translation for competency in the Manage Center of Capabilities or in Manage Data.

1. Admin Center > Navigate to Manage Center of Capabilities.
2. Select one of the competencies from a list that is affected. 
3. Click on Edit and then on Translate Icon to add a translation. 
4. When Saving translations particular to a language, for example: Spanish, the following error occurs. 

This is a data sync issue.

There are various reasons for this issue and are scenario specific. 

Please make sure that following steps are followed as a part of troubleshooting:

1. Navigate to Manage Data and search for the competency. 
2. Please make sure that the affected competency has the translation maintained for the affected language in the library name and category name. 
3. Please re-save the translation for the Library, Category and then the Competency in Manage Data. 
         Navigate to Manage Data, Search for Competency > Select the affected competency.
         Please click on Make Correction. 
         Please scroll to the Library option and click on the icon next to the Text Area to open the Library and then click on the Edit icon to save the data. 
         Please repeat the same process for Category
         Once done, please save the Competency data by removing a character and adding the same.    
4. Please navigate to Manage Center of Capabilities and re-save the translation of the Library, Category and Competency by following the steps above.
5. Please make sure that there are no invalid characters in the names of Library, Category and the Competency.
6. Please make sure that the names of Library, Category and the Competency are not lengthier.
