3570335 - Automatic Usage Decision doesn't work for skip inspection lots

Automatic Usage Decision (UD) is not made for Skip inspection lots even though the configurations for Auto UD for Skip lots are correctly maintained.

Sometimes, another symptom is that the Skip of the inspection lot is not happening and the inspection lot only has a "Created" status.

The issue happens due to the lock of the quality level of the material.
This lock can happen in below scenarios:

1. The quality level is in the Edit mode during the inspection lot creation.
2. Multiple inspection lots are created at the same time, for example via API. In this scenario, when the Auto UD is carried out for one inspection lot, the quality level is locked, and the Auto UD for the next lot in parallel will fail. 

You should avoid the lock of the quality level during the inspection lot creation.

If the lock already happens, you can handle the inspection lot whose auto UD is failed as follows:

1. For inspection lots in Skip status, you can make the UD for them in Quality Engineer Overview tile in mass.
2. For inspection lots still in Created status, you can re-assign the inspection plan to them manually, then the UD will be carried out automatically.
