3570443 - Zero net value and tax amount when creating credit memo

When creating credit memo with reference to the credit memo request, net value and tax amount become zero, and all the conditions become "inactive".

"Reason for Rejection" is set on credit memo request. If credit memo request is set with "Reason for Rejection", then no further processing of credit memo is allowed.
