3570830 - The SSO user it not prompted to change password after changing login/min_password_lng

Symptom

After changing the parameter login/min_password_lng to a shorter value, users who log in using a username and password are prompted to change their password.

However, users who log in using Single Sign-On (SSO) are not prompted to change their password, even though their passwords do not meet the new login/min_password_lng requirement, even when the parameter login/password_change_for_SSO is set to 1.
