3570902 - SAML2 Setup Error when Creating Local Service Provider

Symptom

  1. When setting up SAML using transaction code SAML2, the WebDynpro application /sap/saml2 is launched. After configuring the Service Provider Settings, the save operation fails with the error "Local provider cannot be saved."

  2. In the SAML trace, the following error is observed:

    SAML20 SP (client 100): Exception raised:
    SAML20 SAML20 CX_SAML20_CORE: Can not create new SSF application. Reason: 'You are not authorized to use transaction SSFA (A'. Long text: Can not create new SSF application. Reason: 'You are not authorized to use transaction SSFA (A'）.
