3570907 - Inbound delivery creation queue DLVS* is stuck with the error /SCWM/UI_PACKING132

Symptom

A user creates a S4 inbound delivery, which is not replicated to EWM side, there is a stuck queue DLVS* in tcode SMQ2 with errors as following:
Could not create header data delivery &1, system &2, Message No. /SCWM/ERPINTEGRATION012
Error in the message handling unit level, Message No. /SCDL/ADAPTER_MP005
Warehouse process not suitable for GR storage bin in delivery item, Message No. /SCWM/UI_PACKING132
