3571031 - A user can not create picking WT even if "negative stock" is allowed

Symptom

A user can not create picking warehouse task with error message "no serial number found" and "system could not determine source storage bin" (No. /SCWM/SERIAL002 and /SCWM/L3008), even if the "negative stock" is allowed in SPRO for product with zero quantity.
