Error APPL_MM_IV_RAP_CORE023 "Withholding taxes could not be processed" occurs when posting supplier invoice with withholding tax data through Business Object Interface I_SUPPLIERINVOICETP.

Missing withholding tax parameters in the payload.

In the supplier BP master data, there are multiple withholding tax types assigned to the supplier. For example, the supplier 24300030 subjects to two withholding tax types - WTax Type FA (WTax Code 07) and WTax Type FG (WTax Code 15):

When creating supplier invoice through the business object interface, all the withholding tax types should be maintained in the withholding tax parameters.

Please make sure all the withholding tax types are maintained in the payload.
