3571913 - SE38: Editing an <Include> prompts for several main programs

Symptom

In one system, when you try to view the include using tcode SE38 -> e.g. include RPCRRX00_PERNR_PERIOD_REFRESH, the system goes directly and displays the include and it does not ask you for any main programs whereas in another system, when you do the same, a pop up "Choose a main program" appears asking you to choose a main program e.g. (Main payroll driver: RPCALC*0 and H**CALC0).
