3572600 - HTTP ERROR 404 when accessing the SUM Tool on Windows system

Symptom

When accessing the SUM URL using the following URL, an HTTP error 404 occurs.

https://<fully qualified hostname>:1129/lmsl/sumabap/<SID>/slui

In Firefox, the error may be displayed as follows:

XML Parsing Error: no root element found
Location: https://<fully qualified hostname>:1129/lmsl/sumabap/<SID>/slui
Line 1, Column 1

The resolution from following KBA has been followed but issue persists.

2284028 - SUM SL Common UI : Troubleshooting problems with the new SUM UI

In the work trace of SAP Host Agent (sapstartsrv.log), the following entries can be found. The encoding of sumabap.lmsldesc is not UTF-8.

[Thr <nnnn>] Ignored invalid descriptor 'C:\Program Files\SAP\hostctrl\exe\descriptors.d\sumabap.lmsldesc'
[Thr <nnnn>] DeploymentDescriptor C:\Program Files\SAP\hostctrl\exe\descriptors.d\sumabap.lmsldesc Ignored

Environment

Run SUM on Windows.
