When using TIH Competency Picker at PM form and when filter defined in XML configure 2 or more Tags, will only display competency that has the 2 or more tags associated.
Expectation is to competency picker filter work like a "OR" condition, now is working like "AND" condition where all tags in filter need to be associated to competency to display.
