3574092 - Error "Freight order is incomplete; specify purchasing organization" when trying to send FO/FB to the carrier

Symptom

Freight Document (Freight Order or Freight Booking) cannot be sent to the carrier when the Purchasing Organization is missing from the document, error is raised on the UI:

Freight order is incomplete; specify purchasing organization

/SCMTMS/TOR_INT 261

Because of this error message TransportationOrderRequest_Out or TransportationOrderBookingRequest_Out is not generated.
