3574540 - Unable to skip defined workflow step in app Manage Workflow app F2190

Symptom

Users are unable to skip a workflow step. There are two levels of approval (L1 and L2) before a journal entry is posted. If L1 and L2 approvers are the same then the need is to skip "L2 approver" step and directly post the document. However, in the workflow process there is no option to skip a approver in the Manage Workflow application.
