3575328 - Language used wrongly for description column in F4 popup for document type field in T-Code VA01

Symptom

In F4 dialog for document type field in VA01, document type descriptions should be shown in logon language, for example, as shown in below screenshot:

But Issue happens in some system, some client that those document type descriptions are displayed in English even logon with other language.
