3576363 - "Avoid Objective Plan State Change by Multiple Forms" is not showing up in some Goal section

When checking the goal section of performance template the option "Avoid Objective Plan State Change by Multiple Forms" is missing under Advanced settings.

• SAP SuccessFactors Performance Management
• SAP SuccessFactors Goal Management

1. Go to Manage templates
2. Open the performance form 
3. Go to goal section -> Advanced options -> "Avoid Objective Plan State Change by Multiple Forms " is missing

Goal plan state is not configured in Goal plan XML.

When the goal plan linked to the performance form is not configured with Goal plan state configuration in XML , the option "Avoid Objective Plan State Change by Multiple Forms" will not show up in Goal section of PM template.

This is expected system design.
