3576594 - Error "Server not found or server may be down (FWM 01003)" when using Promotion Management in SAP BusinessObjects Business Intelligence Platform 4.x

• When accessing the Promotion Management application in the Central Management Console (CMC), below error is observed:

         Sorry, promotion management application is unable to process your request.

         InitializeFileFailedcom.crystaldecisions.sdk.exception.SDKException$OCAFramework: Server not found or server may be down (FWM 01003)

• Promotion Adaptive Processing Server (APS) which contains Version Management service running with Errors.
• Within the Properties of the APS, the 'Version management Service' shows: 'The service did not start' in red.
• APS server log shows below error:

         Failed to start service LCMServiceOCCA2

         java.lang.RuntimeException: Not able to create instance of bean: class com.businessobjects.lcm.service.occa2.backend.LCMServiceOCCA2

         Caused by: com.businessobjects.lcm.utilities.LCMException: com.crystaldecisions.sdk.exception.SDKException$OCAFramework: Server not found or server may be down (FWM 01003)
