3576766 - HANA Cockpit upgrade is failing with error "Initializing persistence failed"

Symptom

HANA Cockpit upgrade fails and the following can be seen from the hdblcm log:

Update of SAP HANA Cockpit components failed.
Installation of SAP HANA Local Secure Store failed
Installation failed
error installing
Cannot install
Custom event postInstall failed
Program /lss/shared/XXX/exe/lsscfg terminated with error: signal 6 core dumped
Initializing persistence failed!

In some cases, also crash dump is generated and the following error can be discovered in this:

Unloading library /lss/shared/XXX/exe/libsapcrypto.so that is marked as permanent!; $condition$=!cur->m_IsPermanent

SAP HANA, platform edition 2.0

SAP HANA Cockpit 2.17.3
