3577095 - Intercompany sales order can not be created due to error message VP210 in advanced intercompany sales scenario

Symptom

In the advanced intercompany sales process, after creating the sales order(SO2), system would trigger the VCM runtime to auto create the intercompany purchase order(IC Purchase Order/PO3) and the intercompany sales order(IC sales order/SO4). But the intercompany sales order is not correctly created, there is error VP210 "Ship-to  party xxx not defined for sales area XXXX XX XX" found inside log by using transaction "SLG1" or inside "Monitor Value Chains" app.
