3577566 - Approval Required for users with a custom Role Collection assigned in SAP Cloud ALM

A CUSTOM role collection for 'Project member' is created using role template 'imp_pjm_ProjectMember' and assigned to the required users. 
When attempting to assign users who already have the customized Project Member role collection to a team within the project, approvals are still required.
Administrators receive approval requests for these users even though they already have the necessary role.

The expectation is that if a user already has the 'Project Member' role, though a customized one, they should be assigned to any project (access levels: public, restricted and private) without requiring additional approvals.
